What it does
Select a target within 20m and deal 945 Water damage and inflict Slow on up to 4 enemies within 5m. Summons a Cold Storm that lasts for 7s on the target's location and inflicts Frostbite. Frostbite: Deals 10000 Water Damage over Time every 1000 for 10000. Damage over Time amount increases when targets move. 20 Stagger Gauge Damage
